Worries About Special Assessment on Condo Renters

I'm really stressed about this special assessment affecting my rental. Are renters responsible for these costs? I've heard condo fees might go up, leading to a rent increase. Is anyone else thinking of leaving because of this? I just want to know if what I'm paying is fair.
