Confused about unusual lease clauses in pricey neighborhoods

I recently came across a rental where the landlord demanded a $500 non-refundable 'cleaning fee' upfront, even though the place didn't look dirty. Is this normal? I've also seen clauses that require tenants to pay for repairs under $200! What gives?
