So frustrated with skyrocketing hydro bills!

I've been living in this building for over a year, and my hydro bills keep climbing. It's outrageous! The heating seems to be malfunctioning, and I can't warm up properly in the winter. On top of that, the AC is a joke during the hot months. When will our landlord finally take responsibility?
