Tired of constant noise from neighbors and the street

Living in a downtown apartment has its perks, but the noise can be unbearable. Between late-night parties upstairs and ongoing construction nearby, it's hard to find peace. I’ve tried earplugs, but nothing seems to help. Anyone have tips for soundproofing or dealing with this situation?
