Stunned by Rent Hikes: Why the Huge Price Discrepancy?

I can't believe the rent for new apartments in Toronto is 30-50% higher than what I'm paying now! Why is it that my neighbor pays $500 less for the same unit? It's baffling that the same building can charge different prices. What’s with this turnover rent spike for new tenants? I'm so confused!
