What to do if landlord won't fix heating in winter?

It's getting cold in Toronto, and my apartment's heating system isn't working. I've notified my landlord multiple times, but no repairs have been made. What are my tenant rights in this situation? Can I report them or take any legal action through the Landlord Tenant Board (LTB)?
