Toronto tenant rights when landlord won't fix broken appliances, heating, or plumbing issues

My landlord has been ignoring repair requests for over a month now. The dishwasher is completely broken, heating barely works (apartment stays around 15°C), and there's a slow leak under the kitchen sink that's getting worse. I've sent multiple texts and emails but keep getting excuses about "getting quotes" or "contractor scheduling". What are my actual rights as a Toronto tenant when landlords won't fix essential things? Can I withhold rent? Hire someone myself and deduct from rent? File with LTB? Also worried about potential retaliation if I push too hard since I really need this place. What's the proper process that protects me legally?
