Is the 30% rule a myth for us renters?

I'm feeling overwhelmed trying to find a decent one-bedroom in Toronto. With salaries not keeping pace with rent, how am I supposed to afford $2400 on a $60k salary? I’m scared it will eat half my income! How do others manage this? Seems like the 30% rule is impossible these days.
