Can I get compensation for lack of heat this winter?

My landlord has not turned on the heating in my apartment, and it's getting very cold. What rights do I have regarding compensation for this neglect? Can I request a rent reduction for the duration of the heating issue? How should I proceed to report this situation to the proper authorities?
