Who handles repairs if my heat stops working in winter?

I'm renting an apartment in Toronto and it's getting cold. My heat has been inconsistent, and I'm worried about my rights as a tenant. Who is responsible for fixing the heating system if it completely stops working? What should I do if the landlord isn’t responsive?
