Frustrated by Condo Rental Restrictions for Pet Owners

I'm really struggling to find a rental condo in Toronto that allows pets. It seems like every building has these strict condo board rules and bylaws that limit renters, not to mention the amenity restrictions and guests not allowed. Why are so many places discriminating against renters with pets?
