Need help with noisy neighbors keeping me up at night!

I'm at my wit's end with these noisy neighbors! I've filed multiple noise complaints, but my landlord won't help. What are my rights regarding noise in my Toronto apartment? Are there specific bylaws and quiet hours that can bring some peace? I can't sleep like this!
