What amenities do Toronto buildings typically offer in winter?

I'm frustrated with my current landlord who doesn't maintain the heating system properly, leaving my unit cold and uncomfortable. I want to know if most Toronto buildings provide reliable heating or other winter amenities like indoor common areas, because I can't deal with another winter like this!
