Landlord Won't Fix Heating in My Toronto Condo - What Are My Tenant Rights?

This is urgent - it's been 3 weeks without proper heating in my downtown condo. It's getting really cold at night and my landlord keeps saying "the building is working on it" but nothing happens.
I've sent multiple emails and texts. The building management says it's the unit owner's responsibility. My landlord says it's the building's responsibility. Meanwhile I'm freezing and paying $2600/month for this.
What are my actual rights here as a tenant? Can I:
- Withhold rent until it's fixed?
- Break my lease without penalty?
- Get a hotel and charge them?
- Call some kind of city authority?
I really don't want to move (took forever to find this place) but this is getting ridiculous. Has anyone dealt with something similar? What worked?
