Can landlords raise rent anytime in Toronto during winter months?

I'm trying to understand rent increase regulations in Ontario, especially during the winter months. Can landlords raise the rent at any time, or are there specific periods when they can do this? What is the legal notice period for any rent increase, and how does it work under the RTA in Toronto?
