Frustration with My Unresponsive Landlord

I've been dealing with my landlord's unresponsiveness for weeks now. Promises to fix the broken heating system have come and gone, and it's freezing! On top of that, my security deposit is still not returned, despite them saying it's on the way. I'm feeling really helpless in this situation.
