What if landlord won't fix heating during winter?

It's getting colder, and my heating isn't working properly. I've told my landlord, but they haven't fixed it yet. What are my rights here? Can I withhold rent or need to report this issue? Any advice on how to ensure my landlord addresses the repairs for the sake of tenant rights in Toronto?
