How to report a bad landlord in Toronto? Need guidance!

I'm fed up with my terrible landlord who's asking for way too much upfront. I need to know where to report this bad behavior in Toronto. Are there specific complaint channels like RentSafeTO, or should I file a complaint through 311? Any advice on pursuing justice would be appreciated!
