Lost 5 apartments to bidding wars - Is this the new norm?

I've been searching for an apartment for 3 months and just lost my 5th place to a cash bidding war. The average rent for a 1BR is now $2400, and I can't keep paying over budget. How is anyone affording rent in Toronto anymore? It’s like the rental market is broken beyond repair.
