Are these deposit demands actually legal? I'm losing hope!

I'm feeling frustrated because my landlord is asking for a pet deposit and a key deposit on top of the usual damage deposit. Aren't there laws preventing these extra charges? It makes me wonder if they can just demand whatever they want. Can anyone clarify what's actually legal here?
