Subletting Confusion - Do Landlords Have Final Say?

I'm really confused about my rights when it comes to subletting. My landlord just denied my request, but isn’t there a legal process for subletting in Toronto? Plus, I've heard about restrictions from Airbnbs too. Can he just say no without a valid reason? What are my rights here?
