Are cleaning fees legal in Ontario rentals?

I just signed a lease in Toronto, and my landlord wants to charge a cleaning fee upfront. I'm not sure if this is normal or legal. Can a landlord charge a cleaning fee after I move out? What are my rights regarding cleaning fees under Ontario rental laws?
