High Hydro Costs and Heat Issues in My Apartment

I've been noticing unusually high hydro bills since moving in, even though I try to conserve energy. To make things worse, the heating seems inconsistent, and some rooms are freezing while others are warm. Is this common for Toronto rentals? Should I address this with my landlord?
