Is This Rent Increase Even Legal?

I just received a notice about a rent increase that exceeds the guideline for this year, and I'm really worried about how I can afford it. Is it common for landlords to issue above-guideline increases like this? What can I do to challenge this or ensure that it’s fair? It feels very overwhelming!
