Why is the application process so complicated?!

I'm feeling a bit overwhelmed by all these requirements for rental applications in Toronto. Do landlords really expect multiple references, credit checks, and an employment letter? It's tough when you're on a tight budget! Any advice on how to streamline this process would be greatly appreciated.
