Dealing with Loud Neighbors: Is This Typical?

Ever since I moved into my apartment, the noise levels have been unbearable. The walls are so thin that I can hear everything from the couple next door arguing to the street construction outside. Is it normal for landlords to not address these concerns? Feeling really frustrated!
