Frustrated tenant seeking advice on repair rights

I'm really fed up with my living conditions. My landlord refuses to make necessary repairs, and now they're asking for my employment letter or bank statements. Is this even normal? I feel stuck and want to know if I can file a T6 application or seek rent abatement to force action.
