Can anyone survive on low income in Toronto?

I’m really stressed about this minimum wage rent situation in Toronto. It feels impossible to afford decent housing when prices are skyrocketing. How do people manage to survive on low income? Any tips for making ends meet or neighborhoods to avoid would be appreciated. It's overwhelming!
