Frustrated with Unresponsive Landlord in Toronto

I just moved to Toronto and my landlord has been completely MIA. Promised repairs haven't been made, and I’m stuck dealing with a leaking sink and broken heating in the middle of winter. It’s so frustrating trying to get my deposit back after all the issues I’ve faced. Is this the norm here?
