Shocked by Winter Heating Costs - Help Needed!

I can't believe how much our hydro bills exploded this winter! It's freezing in my apartment, and I feel like there's a draft everywhere. The heating just doesn't seem to be working properly. Anyone have tips on how to keep costs down or experiences with drafty windows in your place?
