Condo Special Assessment and Rent Increases: What Should Renters Know?

I'm really worried about this special assessment I've heard about. Is it true that renters can be affected by condo fees going up? My landlord mentioned a rent increase because of it, and I'm not sure if I'm responsible for the extra costs. Should I consider leaving because of this assessment?
