How can I negotiate my rent down with a difficult landlord?

I'm really frustrated with my current living situation—constant building issues and unresponsive management. I'm trying to talk down the price of my rent or get them to budge on the first month's fee. Any strategies on how to approach this? Do I have any leverage here to make my case?
