All-Inclusive vs. Separate Utilities: What's More Cost-Effective?

Considering a move to a smaller condo now that the kids are gone. I’m weighing all-inclusive rentals against places with separate utilities. Anyone know average costs for utilities/internet in Toronto? Also, how do usage caps affect overall expenses?
