Issues with Heating System in Our Apartment

We've been experiencing inconsistent heating during the colder months. Some rooms are freezing while others are warm, and it's making it tough to manage our electric bills. Has anyone else dealt with this problem? Any advice on how to approach the landlord for a fix would be appreciated.
