Who's responsible for repairs if the heat goes out in winter?

As a tenant in Toronto, I'm worried about what happens if the heat breaks down during the cold winter months. I want to know if it's the landlord's responsibility to fix heating issues and how quickly they need to respond. Also, what can I do if they don't act promptly?
