Are these deposit fees really allowed by law?

I've heard some landlords in Toronto are demanding all sorts of deposits like pet fees and key deposits. Aren't there regulations against these types of charges? It makes me wonder if they're even legal. Can anyone shed some light on what tenants should expect without getting hit with extra costs?
