Heating Woes This Winter in Toronto!

Why do landlords think it’s acceptable to leave us freezing during winter? My radiator barely warms up, and I’m practically living in an icebox! And don’t even get me started on the snow piling up outside with no one to clear it. Is it too much to ask for some decent heating and snow removal?
