Winter heating costs skyrocketed - need urgent advice

I'm seriously shocked by how much my hydro bills exploded this winter! My apartment feels like a freezer, and the draft everywhere makes it impossible to stay warm. I'm worried about these costs and really need guidance on my tenant rights regarding proper heating. What can I do?
