Are move-in incentives real in Toronto right now?

I’ve heard some landlords in Toronto are offering free rent or other move-in incentives, especially with winter coming. I'm looking at a place in Kensington Market that's listed at $2200, but wondering if it’s worth it. Anyone have experience with this lately? Is it common for this time of year?
