Ripped off by my landlord in Little Italy, need advice!

I’m living in a Little Italy apartment and the heating system is a disaster as winter approaches. My landlord keeps making excuses and ignoring my requests for repairs. I’m paying $2,100 for a 1-bedroom and feel totally stuck. Anyone else dealt with a situation like this? What can I do?
