Who handles heating issues in winter - landlord or tenant?

As temperatures drop in Toronto, I'm worried about heating issues in my rental. If there are problems with the heat, who is responsible for fixing it? Can tenants request urgent repairs, and how quickly should landlords respond? What are my rights if the heating isn't working during winter?
