Why is hydro so expensive in some Toronto neighborhoods?

I've been shocked to see how much hydro bills vary by area! Some friends living downtown say their costs are sky-high, while others in the outer neighborhoods seem to pay way less. Is it just me, or do we need to address these unfair utility disparities? Anyone else facing hidden utility costs?
