Is the Annex still worth it for renters?

I've been hearing mixed things about the Annex lately. Used to love the vibe and proximity to everything, but my friend's landlord is a nightmare. Crumbling infrastructure and constant noise complaints! Is it still a good choice, or has it lost its charm? Anyone else feel this way?
