Frustrated Tenant Seeking Help on Repairs and Rights

I'm at my wits' end with my landlord refusing to fix urgent issues in my rental. My heating's been out for weeks, and the plumbing is a nightmare. I can't keep living like this! What are my rights, and how can I pursue a T6 application or any rent abatement? Any advice would be appreciated!
