Struggling with soaring hydro bills while searching for a new place

I'm feeling overwhelmed as my lease ends soon and I'm battling with exorbitant hydro costs in my current apartment. The heat barely works, and with summer around the corner, I worry about air conditioning breakdowns. Has anyone faced similar problems while house hunting in Toronto?
