Are eco-premiums legit or just marketing hype?

I'm curious about LEED and WELL certifications in Toronto. Do these eco-friendly features actually translate to lower utility bills, or are they mainly a marketing gimmick? Also, what utilities are included in rent vs. those I would pay separately? Hoping to get a clearer picture!
