Utilities included in downtown vs suburban rentals?

I'm curious about rental properties in downtown Toronto compared to those in the suburbs regarding utility costs. Do many downtown places include heating and water, or are tenants often responsible for those bills? How does this differ in more residential areas? Appreciate any insights!
