Condo Rental Restrictions: Why So Many Rules?

Can someone explain why condo board rules seem to discriminate against renters? With so many rental restrictions, including limits on guests and amenity access, it feels like tenants are constantly facing hurdles. Can’t we find a way for a balanced living environment?
