Living with noisy neighbors - is this common?

I’ve been dealing with constant noise from the neighbors, and it feels like the walls are paper-thin. Between loud parties and street construction, I'm wondering if this is typical for rentals in Toronto. Shouldn’t soundproofing be a standard expectation? Anyone else facing similar issues?
