Are cleaning fees legal for Toronto rentals?

I'm renting an apartment in Toronto, and the landlord is asking for a cleaning fee upfront. I want to know if this fee is legal under Ontario rental laws, and if there are any regulations around who is responsible for cleaning when I move out.
